NYIC EDUCATION REFORM COLLABORATIVE

The New York Immigration Coalition (NYIC) is an umbrella policy and advocacy organization for more than 200 groups in New York State that works for justice and opportunity for immigrants and refugees.

For nearly a decade, the NYIC has been fighting to improve the quality of education for New York’s English language learner (ELL) and immigrant student population, through three primary vehicles: the EMPIRE Collaborative, the Immigrant and ELL Education Taskforce; and the publication of monitoring and policy reports.

The Immigrant and ELL Education Taskforce consists of more than 20 immigrant, education, research and legal advocacy organizations that meet regularly to coordinate advocacy and exchange information about issues affecting ELL/immigrant students and is open to all organizations, teachers, and administrators regardless of their capacity or the type of organization. The task force has active subcommittees that work on policy development and implementation on issues, such as:

• Funding & Accountability/Implementation of the ELL Success Agenda
• Translation and Interpretation in NYC Schools
• Access to Schools and Quality Programs (Small Schools, Pre-K, Charter Schools & Gifted Programs)
• Services for Students with Interrupted Formal Education (SIFEs)
• Parent Engagement/Governance (Immigrant Parent Education Initiative)
• Higher Education Opportunities for Undocumented Students
• ELL Teacher Recruitment & Retention
• Mayoral Control
• Appropriate Assessments and Accommodations for ELLs

The EMPIRE (Equity Monitoring Project for Immigrant and Refugee Education) Collaborative , is made up of core groups that play a leadership role in our grassroots advocacy efforts. The EMPIRE Collaborative has a higher threshold for participation and is more tightly coordinated in terms of mutual accountability. The project aims to build the capacity of the participating community groups and develop leadership among parents and community members. EMPIRE groups are selected each year through an RFP process. The current EMPIRE Collaborative is composed of:

Through a partnership with Advocates For Children and the EMPIRE groups, we have also published several monitoring and policy reports that have received wide media coverage and resulted in major sought-for policy reforms and funding increases. Our most recent reports include:
